    Fmr NCA CEO, 9 others charged with extortion of GH¢280m from oil marketing companies

     The Workplace of the Particular Prosecutor (OSP) has charged the previous Chief Govt Officer of the Nationwide Petroleum Authority (NPA), Dr Mustapha Abdul-Hamid, and 9 others on the Excessive Court docket (Crimi­nal Division), Accra, for allegedly extorting GH¢280 million from oil advertising corporations.

    In line with the OSP, the alleged criminality was perpetrat­ed by seven people and three corporations.

    All of the seven accused and three corporations are dealing with a complete of 25 counts, together with extortion by a Public Officer, opposite to Part 151 of the Legal Offences Act, 1960 (Act 29), conspiracy to commit cash laundering, con­trary to Part 23 of Act 29 and Sections 1 (1), 1 (2), and 4 of the anti-money laundering Act, 2020 (Act 1044), cash laundering, opposite to Sections 1(1), 1(2), and 4 of Act 1044.

    One Osei Tutu Adjei, a Direc­tor of the ninth accused firm, is at present at giant.

    They’re Jacob Kwamina Amuah – Coordinator of the Unified Petroleum Pricing Fund (UPPF) on the NPA and Managing Director of three company enti­ties-Propnest, Kel Logistics and Kings Power, Wendy Newman – NPA employees, and Albert Ankrah – Director, Kel Logistics Restricted.

    Others are Isaac Mensah – Director, Kel Logistics Restricted, Vivid Bediako-Mensah – Director, Kel Logistics and Kings Power Restricted, Kwaku Aboagye Acquaah – Director, Kings Power Restricted, Propnest Restricted, Kel Logistics Restricted and Kings Power Lim­ited.

    The OSP revealed that inves­tigations into the matter was initi­ated by the OSP in late 2024 into alleged illegal conduct involving the diversion of public funds and collusion with oil advertising and bulk distribution corporations.

    Samuel Appiah Darko, Direc­tor-Technique, Analysis and Com­munication, famous that between 2022 and December 2024, the accused appearing underneath the color of their official duties—alleged­ly orchestrated and operated a felony extortion scheme by which they unlawfully collected GH¢280,516,127.19 from petro­leum transporters and oil market­ing corporations.

    He mentioned the scheme, initiated by Abdul-Hamid and carried out by Amuah and Newman, lacked any lawful mandate and exploited their positions throughout the NPA
